You can use a yellow or peach colour concealer that is what covers up the blue
Or if you have some orange lipstick put a small ammount of that on rub it in and then conceal over the top.

You may have not used a concealer designed for the purpose.

You could try one of the new eye rollers that are out at the moment. I can't offer you any advice as to how good they are though.
Another thing that can help, is sleeping with your head higher up (more pillows etc). Puffiness around the eyes is caused by fluid, and if you sleep with your head higher up, this is significantly reduced.
Once morning comes, you can wash your face with cold water. To reduce the bags, leave the cold cloth over your eyes for a little while.
Either that or you can get plastic eye pack things. They're full of liquid, and you put them in the fridge. The when they're cold, just put them over your eyes for a while.
Failing all of this, some light reflecting concealer or foundation might work.

Use a lightener (for eyes only) and I watched it on 'What Not to Wear' and when they did this persons makeup I recognized that they used that product, Im not too to sure of what its actually called, but thats the product your looking for.

Try ';yellow'; concealer -- it's designed to cover up blue coloring beneath skin.
(';Blue'; concealer covers up any red marks, like pimples or veins.)
The yellow and blue concealers are sold by all different brands and are located next to the skin-toned ones. I find the colored ones work MUCH better.
Try a good face powder as a base then add concealer maybe this will work.
try max factor corrector and then apply foundation on top..
